In addition to the rates for each KW-HR, for each $0.01 increase or major fraction thereof above the average cost of $.0142 (plus the Consumer Price Index (CPI) in FY 07-08 and thereafter) per KW-HR in fuel costs for power generated and for power purchased in the first three of the four months preceding each billing period, there shall be correspondingly added to each customer's bill, an amount equal to $0.011 per KW-HR times the total KW-HR billed to the customer.
