Invitation for Bids - 138kV North Substation Upgrades

The City of Mascoutah, St. Clair County, Illinois will receive sealed bids for 138kV North Substation Upgrades until 11:00 a.m. local time on the 21st day of June 2022 at City of Mascoutah, 3 West Main Street, Mascoutah, IL 62258.

The plans and specifications are on file with the City of Mascoutah for viewing purposes only.

Copies of the documents may be acquired from BHMG Engineers, Inc., 630 Jeffco Boulevard, Arnold, Missouri 63010, Consulting Engineers for the said Utility. Please email Jackie Frisch, jfrisch@bhmg.com with request.

Bids shall be received for the aforementioned items.

A certified check or bank draft on a responsible, solvent bank, or a satisfactory bid bond executed by the bidder and an acceptable surety company, payable to the City of Carlyle, Judy Louise Smith, Mayor, or Government Bonds or cash in the amount of not less than five percent (5%) of bid, shall be submitted with each bid.

The bid shall be marked to identify bid package contents, reference specification 1688 K003.

The successful bidder will be required to:
  • Register as a bidder for this project with BHMG Engineers.
  • Furnish in duplicate the following executed documents:
    • Non-Collusion Affidavit
    • Bid Form
    • Bid Bond, Certified Check or Money Order
    • And any other documents as required by the specifications.
No bid shall be withdrawn after the opening of bids without the consent of the Utility for a period of sixty (60) days after the scheduled time of closing bids.

The City of Mascoutah reserves the right to reject any or all bids and to waive any informalities in bidding, and to determine and accept the bid most advantageous to the Utility.
