Notice is hereby given that the City of Mascoutah, St. Clair, County, Illinois, the Owner, will receive sealed Bids at the office of the City Clerk in the City Hall, Mascoutah, Illinois, until 10:00 (A.M.) local prevailing time on the 3rd day of November, 2021 at which time Bids will be opened. The sealed bids must be delivered to the City Clerk, during regular business hours, prior to the stated bid opening time. The Contract Documents, including Plans and Specification, are on file at the City Clerk’s Office located at 3 West Main Street, Mascoutah, IL 62258. Sealed Bids should be labeled "Mascoutah – Route 4 Water Main Extension – Phase 1″ on the outside of the bid submittal envelope.
MASCOUTAH – ROUTE 4 WATER MAIN EXTENSION – PHASE 1
Work to be performed under this contract includes the installation of approximately 1,538 LF of 16” water main piping, surface restoration, construction of a new master meter vault as shown in the Contract Documents, and other associated work along IL Route 4 in the City of Mascoutah.
Bid Documents, including Contract Drawings and Specifications, are available for examination at the office of the Engineer: Gonzalez Companies, LLC; 779 Wall Street, Suite B; O’Fallon, Illinois 62269; Phone (618) 222-2221 x108. A non-refundable fee of $10.00 will be required to obtain a set of the electronic (pdf format) Bid Documents.
Bid Documents are also available for examination at the Southern Illinois Builders Association; O'Fallon, Illinois and at the City of Mascoutah City Hall.
Each Bidder must deposit with its bid a security in the amount of not less than five percent (5%) of the Bidder's total bid price. Such security being an acceptable bid bond, certified check, or cashier's check. The successful Bidder will be required to furnish a satisfactory Performance and Payment Bonds or Letter of Credit in the full amount of the bid.
No Bidder may withdraw its bid for a period of thirty (30) days after the actual date of the opening. The Owner, the City of Mascoutah, Illinois, reserves the right to waive any informalities in the bidding, or to reject any or all bids, or to accept any bid deemed to be in the best interest of the City.
The Construction Contract for this project is subject to "An act regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works", approved June 26, 1941, Illinois Revised Statutes, Chapter 48, Section 39s-1 et. seq., as amended. Federal Wage Rates and The Davis Bacon Act as amended (40 U.S.C. 276 a to 276 a (5); and 42 U.S.C. 3212) shall take precedence.
