Mascoutah Main Street Business District Plan DRAFT & Synopsis

Municipalities are authorized to create Business Districts by the Illinois Municipal Code, specifically in 65 ILCS 5/11-74.3 et seq. (“Act”). The Act sets forth the requirements and procedures for establishing a Business District (“District”) and a Business District Plan (“Plan”). The purposes of this Plan are to provide a document that demonstrates that the Business District (as defined below) is blighted, provide actions and activities to eradicate the blighting conditions found in this portion of the City, and assist in the development and redevelopment of the Business District. This Plan also identifies those activities, sources of funds, procedures, and other necessary requirements needed to implement the Plan, and use the sales taxes raised within the District to pay for certain eligible District costs.  The City of Mascoutah (“City”) desires to pursue the establishment of the Main Street Business District Redevelopment Project Area (“Area”) to provide resources for the redevelopment of properties in these portions of the City located in the proposed Business District Boundary.
