General Information

Building Plan Review:  The time frame for commercial building plan review is estimated to take three weeks.  Plans are currently sent to the International Code Council for review and comment.  Please keep this in mind when submitting your building permit application and accompanying material.  Residential building plan review is estimated to take one week and is completed internally by staff.   

Inspections:  Scheduling residential and commercial inspections may take a few days, so please call as soon as possible.  Our inspector, Scott Meinhardt may be contacted at 618-779-7457, and our plumbing inspector Mike Ehret may be contacted at 618-781-2456.  We will try to accommodate you with the earliest inspection time available.  

Work exempted from Building Permits:  One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, do not require a Building Permit, provided the floor area does not exceed 200 square feet.  Work must adhere to all City zoning requirements.   

Certificate of Occupancy:  No building or structure shall be used or occupied, and no change in the existing occupancy classification or a building or structure or portion thereof shall be made until the building official has issued a certificate of occupancy. 

State of Illinois Registration & Licensing:  The City of Mascoutah is required by law to require all structural work in all commercial, industrial, multifamily and nonresidential projects to be designed, documented and sealed by an Illinois Registered Architect or Structural Engineer.  The City must also enforce the State laws governing roofers and plumbers.  These laws require all roofing and plumbing contractors to be licensed and bonded by the State of Illinois.  The State identification number of roofing and plumbing contractors must be submitted with the other documents filed for a building permit.  Homeowners are exempt from the licensing and bonding requirements. 

Construction hours:  Outside construction and remodeling activities in Mascoutah shall begin no earlier than 5:30 a.m. and no later than 30 minutes past sunset.
