Occupancy Permits and Change of Use:  Every dwelling, every dwelling unit and every nonresidential building within the corporate limits of the City shall conform to the requirements of the City of Mascoutah’s occupancy permit program.  It shall be unlawful for the owner of any dwelling or dwelling unit or any nonresidential building to sell, lease, rent or otherwise transfer possession thereof to another until he has first secured an occupancy permit.  Inspections are conducted to ensure the property meets building and property maintenance requirements. Certificate of Occupancy:  No building or structure shall be used or occupied, and no change in the exiting occupancy classification or a building or structure or portion thereof shall be made until the building official has issued a certificate of occupancy.
